Tandridge Corporate Plan 2024-2028

A new Corporate Plan setting out the Council’s priorities for the next four years was approved in July 2024. The plan was developed in consultation with residents, local businesses, councillors, staff and other partners and marks the start of a more strategic, resource and partnership focused approach.

The Corporate Plan is aspirational and each year, aligned with the annual budget setting process, objectives within the plan are prioritised for the coming year based on the availability of resources. Annual service plans set out how the priorities will be delivered. 

We have around 230 staff who carry out a range of services. These include benefits, building control, council tax and business rates collection, car parks, elections, housing, homelessness support, parks and open spaces, planning, street cleaning, recycling and rubbish collections and toilets.

The Southern Building Control Partnership is a shared Building Control service, made up of Tandridge, Mole Valley and Reigate & Banstead Councils. This partnership is led by the Council. 

Environmental Health is provided as a shared service by Mole Valley District Council. 

Leisure services are managed by Freedom Leisure. Freedom Leisure manages the centres at de Stafford Sports Centre in Caterham, The Village Health Club in Caterham and Tandridge Leisure Centre in Oxted.
 
There is a main office in Oxted and a depot in Hurst Green where a range of operational services are run, including street cleaning, grounds maintenance team and housing repairs. 

Some areas of the Council Offices in Oxted are rented out to a range of private and public sector organisations including Surrey County Council and Surrey Police.

Over the last few years, the Council has been improving and refining the management structure, governance and organisational culture.

Currently there is a Management Team (MT) consisting of the Chief Executive, Deputy Chief Executive, Director of Resources, Head of Legal and Monitoring and Head of Policy and Communications. This team meets monthly. 

The MT, plus the Heads of Service for Housing, Communities, Environment and Building Control, meet as an Extended Management Team (EMT) three times a month. 

A Statutory Officers Group meets once a month. This is made up of the Chief Executive, Deputy Chief Executive, Director of Resources and Head of Legal and Monitoring Officer.

Below EMT, a Key Officer Forum meets every two months. This group is made up of EMT and all other managers and team leaders. 

There are monthly staff briefings led by the Chief Executive and EMT at the Council Offices in Oxted and quarterly briefings at the depot in Hurst Green. 

There is also a quarterly Leader’s staff briefing, where the Leader of the Council updates staff and invites questions.

After each EMT meeting there is an e-mail cascade which gives brief details about what has been discussed. 

Everyone on EMT takes it in turns to write a monthly blog, which is posted on the intranet. 

Our intranet, The Hub, is a key source of information for staff. A staff newsletter is sent out every 4-6 weeks.  

We have started using Viva Engage, as our internal chat space for social purposes, as well as recognising and celebrating success. 

We have a staff suggestion scheme, Bright Ideas.

New starters are invited to an informal meeting with the Chief Executive and representatives from EMT and encouraged to provide feedback and ask questions.

We have annual Staff Awards to celebrate the great work of our staff and to thank them. 

We recognise Unison and also have a Staff Forum, which is chaired by the Chief Executive, supported by members of EMT. This group meets to talk about staff concerns or issues, changes to HR policies and a range of other areas. 

Team meetings are held at least every two months and there are set agenda items.

Annual appraisals are in place, alongside regular check-ins (121s). 

Council Offices Oxted
